Super Congress of the United States of America?

There has been a good deal in the news about the alleged “super congress” that was created with this latest debt bill passage.  This “super congress” will have six Democrats and six Republicans on it and will allegedly have tremendous – unparalleled – power to deny or approve how money gets spent by Congress.

Let’s say – for the sake of argument – that this “super congress” comes into existence and does what it is purportedly designed to do.  First of all, that may be as unconstitutional as this government can get (short of creating a dictator position for the president), depending upon the purpose of this group.  Our government was established to hold three independently functioning branches of government:  1) the Executive, 2) the Legislative, and 3) the Judicial.  These three branches of government are designed not only for specific purposes, but are to essentially work off one another in a huge system of complicated checks and balances.

It the Congress has decided that from the Congress alone, a new group will be formed that will have more power than anyone else in that Congress, that sets aside the Constitution because it removes that one group from the system of checks and balances.

That’s like the idea of the United States all of a sudden beginning to listen to the United Nations regarding small arms (guns) control.  In spite of the fact that Hilary Clinton and other less-than-bright individuals want the average U.S. citizen to believe that the U.N. holds tremendous power, it really does not.  This is especially true since there are enough people in Congress who would fight off the U.N. and Harry Reid is one of them.  In spite of his liberalism and leftheadedness, he is opposed to many aspects of gun control.  I’d say that this is pretty much all he’s good for in Congress.

Here is how this “super congress” would work:  “Legislation approved by the Super Congress — which some on Capitol Hill are calling the ‘super committee’ — would then be fast-tracked through both chambers, where it couldn’t be amended by simple, regular lawmakers, who’d have the ability only to cast an up or down vote. With the weight of both leaderships behind it, a product originated by the Super Congress would have a strong chance of moving through the little Congress and quickly becoming law.” [1]

I spoke with the NRA’s Legislative Branch by phone this morning and asked them what they are doing to see that this “super congress” does not come into existence.  I was informed that the whole thing is being blown way out of proportion regarding the actual facts.  Understandably, some pro-gun groups are using the hysteria that this “super congress” notion creates to solicit for funds so they can continue their fight against the government’s desires to take away our guns.

The NRA has been involved in this game for years.  They have powerful lobbyists on “the hill” and understand what is happening.  If the NRA is not that concerned, then I’m not going to be.

Again, it was explained to me that this so-called “super congress” is really a super committee, yet in spite of the quote above, there is no way – Constitutionally speaking – that any bill from this committee would be “fast tracked” and no one would be allowed to seek to amend it, unless those bills were kept within a very narrow area and that area is specific to debt ceiling limitations.  The idea that this committee would be given literally free reign for other areas is absolute garbage (those are my words, not the NRA’s, by the way).

The truth of the matter is that what people are alleging about the supposed powers of this “super congress” could happen if the U.S. Constitution was set aside.  If it gets to that point, then chances are excellent that whoever is president at the time will become more of a dictator and will not need Congress anyway, including this super congress.

Imagine this “super congress” that allegedly has the power it is said to have, thereby literally bypassing the legislative process.  Even if this was true, the President would still have to sign it into law or veto it.  I cannot imagine Mr. Obama (or any president for that matter) sitting still while a committee was created having as much power as this “super congress” is alleged to have, can you?  Mr. Obama is too narcissistic to allow that to happen because he likes to believe that with his “executive orders,” he can do just about anything he wants, never mind that he is not really using executive orders the way they are supposed to be used.

Some are concerned that once this “super congress” is seated (if it happens), they will begin to chip away at the Bill of Rights or numerous amendments.  The real situation involves the debt and how increases to that debt are dealt with in Congress.  “The “super-Congress” proposal could be seen as a way to force unlimited debt level increases upon the American people without the appearance of giving ordinary members of Congress a say in those increases. Indeed, many see the plan as a direct attack on the Tea Party influence on Congress, which has demanded that any increase in debt be accompanied by serious spending cuts. Yet GOP leadership in both the House and the Senate have yet to win any serious spending cuts since the 2010 elections that brought in a giant freshman class in the House with a mandate for spending cuts. A “super-Congress” could “force” congressmen to rubber-stamp every White House-directed increase in the national debt or face ruin of the national credit and a resultant economic meltdown as the only alternative.” [2]

While yes, in the past Congress has had and used the ability to fast-track treaties and such, this particular “super congress” or really, super committee would be given the ability to fast track debt limit increases to avoid the problems that this government just went through.  It would also ignore the concerns of conservatives and Tea Party members who want something ridiculous like “responsible” spending and major cuts to occur in this nation’s budget.  In that way, it is likely an attack against conservatism and fiscal responsibility.

This statement by Harry Reid is understood to extend to gun rights.  “Senate Majority Leader Harry Reid (D-Nev.) pulled no punches in making it plain that the Super Congress would have supreme authority. “The joint committee — there are no constraints,” Reid said on the Senate floor. “They can look at any program we have in government, any program. … It has the ability to look at everything.” [3]

What Reid is talking about there is within the confines of budgetary constraints and limited to debt and the debt ceiling.  He was not referring to anything related to gun control.  In fact, for anyone who doubts Reid’s support of guns, gun owners, and gun manufacturers, all you have to do is check out his voting record here:

Reid was graded a “B” by the NRA because while he does not have a perfect voting record in favor of guns and anti-gun laws, he is generally known for having a pro-gun rights voting record.  He has too many constituents to answer to if he starting throwing their rights to the wind.  He’s a politician, not a complete moron (close though).

The truth of the matter is – and I’m not a fan of Harry Reid by any stretch – that this committee if put in place will only have some control over the debt ceiling.

The gal at the NRA’s Legislative Office told me that unfortunately – as mentioned – some pro-gun groups are using this “super congress” as a bit of a scare tactic in order to raise funds to fight the fight.  I would rather have my money go to the NRA because they have been fighting this fight for decades and they’re not about to give up on it now.

If there was something to be concerned about, the NRA would have sent out some type of e-blast.  So far, they have not even put anything up on their website (as of this morning), though that could change if they continue to receive calls and e-mails from members like myself concerned about the ramifications of this particular “super committee.”

Yes, there are many in Congress who would like to see guns outlawed.  Had they been able to do that, it would have been done already.  The plain fact of the matter is that because the U.S. Constitution is in place, they cannot simply decide what amendments they will override or negate.

Now, if/when martial law goes into effect, that’s another story altogether, but as long as the U.S. Constitution stands, it cannot happen.

By the way, if you are like me and are concerned about anyone in the government trying to whittle away your Second Amendment rights, then I would strongly suggest that you join the NRA.  They have eyes and ears all over Congress and they know how to fight the nonsense that bleeding heart liberals in Congress try to pull when they don’t think Americans are paying attention.
